Add Qwen3 as a model

Please explain the motivation behind the feature request.
Qwen3-coder has proven to be a really good coding model with a generous free tier. I am currently using their qwen3 cli and I'm finding it excellent and fun. Qwen3 CLI is a forked version of GEMINI CLI so should be straight forward since you support GEMINI CLI

Add qwen3-coder as a provider in Goose

Describe alternatives you've considered
I will continue using qwen3 cli, but I'm keen to see how goose can make use of the model

You can use qwen3-coder from openrouter though, but I know what you mean, you want to be able to login via the oauth to use the free tier of qwen3-coder from alibaba.
