Deprecate old NPM package

This package : https://www.npmjs.com/package/handlebars-helper-intl is deprecated. May be it is time to mark it deprecated explicitly?

Hmm. I don't have a permission for handlebars-helper-intl, and current owners of this package are almost ex-members. I'll work on this if get the permission.
