LICENSE files should never be updated by the new repository wizard

As identified by the community, our 'new repository' bot also commits the README, SECURITY, LICENSE files from our templates on top of forks, which is a mistake.

This issue has been identified as stale because it has gone 30 days with no activity.
The issue will be closed in 10 days. If this is incorrect, simply comment on the issue, or remove the stale label.

Technically this was a bug in an event value not being passed, should get fixed.
