Azure Resources displays all tenants' subscriptions when no tenant selected in Accounts & Tenants panel

Repro Steps:

1. Install ‘Azure Resources’ in VS Code
2. Sign in to Azure with a Microsoft account
3. Check all tenant in Accounts & Tenants panel
4. Observe all tenants' subscriptions from all tenants display in Azure Resource view
5. Check only 1 tenant in Accounts & Tenants panel
6. Observe only subscriptions from the selected tenant are displayed
7. Uncheck all the tenants in Accounts & Tenants panel
8. Observe the results

Expect:
No subscriptions should be displayed when no tenant is selected.

Actual:
Subscriptions from all tenants are displayed when no tenant is selected.

This is currently the intended behavior and not a bug, but I agree that it is confusing.

Offline discussion:
Display a welcome view if no tenants are selected to show users how to filter/select.
Example of a welcome view:

If we do that for the tenants view, we should do it for the subscriptions view as well since they follow the same design pattern.
