Overview

Coveralls is a step in our pipeline that requires an HTTP request to succeed. The service is occasionally under heavy load and returns a failure response. This is not due to any issues in our code or tests, but just due to service outages. However, this fails our CI pipeline, causing noise where we don't know whether a test failed or Coveralls failed.

We should make this step optional.
