The coep report-to section reports that the parameter takes a valid URL string. This uses the reporting API, in which report-to should take an endpoint name, as sent to the browser in the header Reporting-Endpoints - and mapping to a URL via that name.
I am not sure this adequately meets your conventions sorry!
